Frameworks

Standards for measuring
and governing AI.

Two frameworks that come straight out of our research: one for what AI costs, one for using AI safely inside public agencies.

Cost standard
LCOAI
Levelized Cost of AI · one comparable number for the lifetime cost of an AI system
What it measures
The full cost of running AI over its life: hardware, energy, training, GPU deployment, and cloud or API inference, levelized so different models, vendors and deployment choices can be compared directly.
Who it is for
Public agencies writing AI procurement rules, companies choosing between building and buying, and anyone who has to justify an AI budget.
Published standard
LCOAI Protocol v1.0 and Guidelines 1.0 are published on Zenodo under an open CC BY 4.0 licence.
Governance package
AI Guard Gov
Safe-AI architecture and cost framework for government agencies
The problem
Agency staff already use vendor chatbots for daily work. Leadership needs protection for that use and an honest view of what it costs, without asking staff to become ML experts.
What it includes
A protection architecture for staff use of commercial LLM tools, operating guidelines, and a safety-inclusive version of LCOAI, delivered as one integrated package.
Who it is for
State and local agencies, authorities and regulated organizations adopting generative AI.
